Project Description:

This project includes the renovation of the existing Historic Baltimore City College Main Building, existing Annex Building, and a New Addition. The Gsf breakdown is as follows:

Main Building: 302,683 Gsf

Annex Building: 23,568 Gsf

New Addition: 22,979 Gsf

This project will be constructed in multiple phases. The 1st phase consisted of an early release package (including demolition, abatement, and select MEP). The 2nd phase will consist of Surveying, SOE, Structural Concrete, Masonry, Structural Steel, Waterproofing, Roofing, Drywall, HVAC/Plumbing, and sprinkler. Phase 2.5 will consist of Earthwork, Site Utilities, and Electrical. Please read the scope of work to get a full understanding of the work to be completed in this phase. The 3rd phase will consist of all remaining trades.


The Contractor or Supplier who provides materials, supplies, equipment, and/or services for this construction project shall attempt to achieve the MBE goals as follows: Total *MBE = 33%, with sub-goals: *African-American = 8% and *Women Owned = 11%. *Must be a Certified MBE through Maryland Department of Transportation (MDOT).


The OCIP Manual and Safety Standards can be found in the files section of Building Connected. Proposals that do not acknowledge these standards will be considered non-responsive.

All bidders must acknowledge the prevailing wages found in the files section of Building Connected.

The bidder or offeror acknowledges the requirements of the MBE participation and the Work Force Development Programs, and will submit their completed forms accordingly. Proposals that do not acknowledge the MBE goals for the project or the Workforce Development Plan will be considered non-responsive.

Two site visits will be offered prior to the RFI deadline. Site visit #1 will be Thursday, June 4th, 12:00pm - 2:00pm. Site visit #2 will be Tuesday, June 9th 12:00pm - 2:00pm. Please notify the DAVIS team on which visit you will be attending.


The RFI deadline is Friday June 12th, at 5:00pm.

The bid date has been set for Wednesday, June 17th at 2:00pm. Any bids submitted after the 2:00pm deadline will not be accepted.

Scope review meetings will be held immediately following the bid due date. Please plan to be available for a descope meeting via Teams.
