Hagerstown MiLB Ballpark – Market and Site Assessment
In June of 2018, Maryland Stadium Authority (MSA) received and approved a request from the Mayor of the City of Hagerstown for the MSA to manage a study related to a proposed new Minor League Baseball ballpark in Hagerstown.
The study includes a preliminary due diligence, market analysis, facility programing and site analysis. The City of Hagerstown, Visit Hagerstown and the local industrial foundation known as CHIEF partnered to fund the $36,000 total cost of the effort.
MSA’s role in managing studies is to provide unbiased and objective analysis which provides information to local officials to assist in the decision making process about investment and benefits for their communities and constituents.
In May 2019, the Hagerstown MiLB Ballpark – Market and Site Assessment study was completed and presented to the City of Hagerstown. The study is below along with official media release from MSA.

Hagerstown Multi-Use Sports and Events Facility Effort
In September 2019, MSA’s Board of Directors approved a request from the Mayor of the City of Hagerstown for the MSA to develop a Memorandum of Understanding related to a proposed new multi-use sports and events facility in Hagerstown. MSA will analyze the viability of a site at the corner of W. Baltimore Street and Summit Ave for the proposed facility and will include a parking analysis, environmental study, preliminary site due diligence, and cost estimate. The City of Hagerstown has committed up to $300,000 in funding for the cost of the effort.
In May 2021, the MSA was pleased to present the Concept Design Report for the Hagerstown Multi-Use Sports and Events Facility. The effort was undertaken pursuant to the Memorandum of Understanding between the City of Hagerstown and the MSA dated October 2019.
