In February 2012, the Maryland-National Capital Parks and Planning Commission (M-NCPPC) requested MSA to perform a market and economic study to identify the potential impact of constructing a lacrosse stadium to host the professional Chesapeake Bayhawks MLL franchise and constructing a youth sports complex adjacent to the stadium to accommodate amateur leagues and tournaments. The study was released on February 8, 2013.
In March 2013, M-NCPPC requested MSA to further the study to determine scope and program elements, develop a design, and to identify potential funding and operation/management strategy options for the complex. The Phase II of the study was released October 10, 2014.
