Maryland Stadium Authority Announces New Minority Business Enterprise Liaison


Carmina Fowler-Perez, team leader with extensive experience in procurement and Minority Business Enterprise (MBE) matters to serve as agency liaison

Baltimore, MD –Carmina Perez-Fowler has been named the Minority Business Enterprise (MBE) Liaison for the Maryland Stadium Authority (MSA). The MBE Liaison serves as an advocate for MBEs actively working on contracts within the agency, attends Peer Review Group meetings to determine MBE participation for new procurements, monitors contract compliance, plus reports quarterly and annually to the Governor's Office on Small, Minority & Women Business Affairs for MSA. Ms. Perez-Fowler has been employed by MSA since 2015, presently as the Assistant Vice President, Procurement, Compliance, and Risk Management for MSA’s Capital Projects Development Group (CPDG). CPDG oversees construction projects and feasibility studies across the state, including the $1.1 billion Baltimore City Schools construction program.

“Due to her extensive experience in procurement and MBE-related matters, and her legal education, Ms. Perez-Fowler is clearly MSA’s best choice in filling this important role promoting diversity and inclusiveness,” said Michael J. Frenz, Executive Director of the Maryland Stadium Authority.

As MBE Liaison, Ms. Perez-Fowler will focus on ensuring adherence to the standards set forth by the Governor's Office on Small, Minority & Women Business Affairs ( The vision of the Governor's Office on Small, Minority & Women Business Affairs is to create an open and accessible culture where Maryland is open for all small businesses, including those owned by minorities, women and veterans. Ms Perez-Fowlers’ first project will be to work with MSA leadership to establish appropriate goals for MSA procurements as well as monitoring and reporting compliance. “Having Carmina in this role is a win for the agency and those we do business with,” said Jocelyn Grogan-Jones, Director of Human Resources for MSA. “Her vast experience in procurement and championing of diversity and inclusion issues makes this an ideal assignment for her. We are excited about the work she will do as the new MBE Liaison,” she added.

Ms. Perez-Fowler earned her Master of Business Administration from the Johns Hopkins Carey Business School. In addition, she holds her Juris Doctor from the New York University School of Law. Ms Perez-Fowler received her Bachelor of Business Administration from the University of Notre Dame, College of Business Administration. Prior to joining the MSA team, Ms Perez-Fowler was Assistant Secretary, MBE Compliance and Procurement for the Governor's Office of Small, Minority, and Women Business Affairs. She is presently participating in the Greater Baltimore Committee’s The Leadership program and actively serves on numerous prestigious non-profit and professional associations’ Boards of Directors in Maryland.

The MSA was established by the Maryland General Assembly in 1986 to build, manage and maintain quality facilities to retain Major League Baseball, and return the National Football League to Maryland. MSA’s mission has expanded and evolved over the past 34 years, to include sports marketing, and numerous economic studies and construction projects and programs. To date MSA has completed $3 billion of projects across the state.
