The Maryland Stadium Authority (MSA) Board of Directors unanimously voted to appoint Lindsey V. Parker as Executive Director, effective September 2026. Parker leads the Authority’s work to develop, finance, build, and maintain many of the public assets Marylanders count on — from stadiums and schools to convention centers and other civic facilities.
Parker brings 15 years of leadership experience in the District of Columbia government, where she held senior roles spanning technology, operations and economic development. She served as Chief of Staff to Mayor Muriel Bowser and as the District’s Chief Technology Officer, leading a 600-person organization responsible for technology and telecommunications infrastructure supporting DC Government.
As Assistant City Administrator, Parker was responsible for facilities, technology, procurement and human resources. Her portfolio included nearly 800 public facilities, including 117 schools, and approximately $8 billion in annual procurement. In that role, she helped implement a preventive maintenance program to improve the condition and reliability of school facilities. Most recently, she led the plan for the redevelopment of the RFK Stadium campus.
At MSA, Parker is focused on building on the Authority’s reputation for delivering complex projects on time and on budget while expanding the impact those investments can have across Maryland. Her priorities include strengthening Maryland’s sports economy, creating career and business pipelines around sports and public infrastructure, expanding opportunities for Maryland businesses, and exploring how MSA’s facilities can serve as platforms for innovation.
