MLS NEXT Pro Proposed New Multi-Use Soccer Stadium Business Advisory Services

In May 2022, the Maryland Stadium Authority (MSA) Board of Directors approved a request from the Secretary of the Maryland Department of Commerce (DOC) for the MSA to provide advisory services related to a proposed new multi-use soccer stadium in the Baltimore Metro area. The primary operator would be Major League Soccer’s (MLS) DC United and would include an MLS Next Pro Club, as part of a new league.

The study will include a market and economic analysis, as well as a site fit analysis.

The cost of the study is $50,000 with DC United and MSA each funding half.

On December 20, 2023, the MSA was pleased to present the report that Crossroads Consulting Services, LLC, in association with Populous, has completed with the market, site fit and economic impact analysis related to a proposed new multi-use soccer stadium in Baltimore Metro area:

MSA’s role in managing studies is to provide unbiased and objective analysis which provides information to local officials to assist in the decision-making process about investment and benefits for their communities and constituents.


Request for Interest (RFI): D.C. United’s MLS NEXT Pro Club 

  • Solicitation Summary: MSA is seeking nominations from existing cities, counties, economic development agencies or other parties located within a 20-mile radius of the City of Baltimore interested in accommodating the stadium. The purpose of this RFI is to identify potential sites to house the stadium.
  • Additional Instructions: The deadline for clarifications/questions to be submitted is March 8, 2023 at 5:00 P.M. local time and must be submitted via the Share File link located in the RFI(Download RFI)

CORRECTION: Please note that in the Informational section of the Maryland Stadium Authority’s January 3, 2023 Board of Directors meeting there was an error in the Capital Projects Development Group Update verbal report. It is the Right to Dream Proposed Multi-Use Soccer Stadium request that is not proceeding. The MLS NEXT Pro Proposed New Multi-Use Soccer Stadium Business Advisory Services effort is moving forward.
