NOTICE TO TRADE CONTRACTORS 
Baltimore Polytechnic Institute & Western High School Campus Renovation 
Lump sum sealed bids, for the following Trade Contract Packages, shall be received 
electronically, until 2:00 p.m., local time, May 7, 2026, by Dustin Construction, Inc., for the Baltimore Polytechnic Institute & Western High School Campus Renovation located at 
1400 W. Cold Spring Ln, Baltimore, MD 21209.

  • 02A - Demolition, Abatement and IH Services 

Bids shall be submitted electronically to bids@dustinconstruction.com and shall be submitted on the Form of Proposal found in section 00 04 00.

Bid Documents may be obtained on or after April 10th, 2026, from the Construction Manager, Dustin Construction, Inc., (301) 810-4320. All documents will be made available electronically. Please contact bids@dustinconstruction.com to receive access to this project.

Bidders shall attend a pre-bid meeting on April 16th, 2026, at 3:30 p.m., local time, at Baltimore Polytechnic Institute & Western High School. Contractors shall meet at 
the Western High School Lobby Entrance. Minority business enterprises are encouraged 
to respond to this Notice to Contractors.

The deadline for pre-bid RFI’s will be 1:00pm on April 21st, 2026. Please submit to the email shown above.

Scope review meetings will be held immediately following the bid due date. Please plan to be available for a scope review meeting at the Dustin main office. Virtual meetings may be scheduled as necessary. 


PROJECT SUMMARY

The Baltimore Polytechnic Institute & Western High School Campus Renovation is located in Baltimore, Maryland and encompasses the interior renovation of approximately 681,200 gross square feet across a shared high school campus. The campus includes two separate high schools that share select academic and support spaces.


The project consists primarily of interior demolition and renovation, including the replacement of major MEP systems, interior finishes, and storefront assemblies. Interior work will include selective demolition and replacement of non-structural partitions, ceilings, flooring, lighting, mechanical equipment, and plumbing fixtures. Limited site work is also included as part of the overall scope.


Construction will be phased to allow continued school operations. Western High School will be vacated first and relocated to a swing school while renovations are completed in its buildings. Upon completion, Baltimore Polytechnic High School will then be relocated to a swing facility while renovation of its buildings proceeds.

 

Construction is anticipated to begin in the summer of 2026 and conclude in the summer of 2030. Each high school renovation phase is expected to take approximately two years to complete.

This Project will be bid in two GMP’s: 
GMP I (Anticipated construction start – July 2026) - This bid package notice will only include the 02A package for Demolition, Abatement and IH Services.

GMP 2 (Anticipated construction Start – September 2026) – Will include all remaining work.           

This project requires the use of prevailing wage. Please refer to section 00 06 00 – prevailing wage requirements.

The Contractor or Supplier who provides materials, supplies, equipment and/or services for this construction project shall attempt to achieve the MBE goals as follows:

Total *MBE=31%, with sub-goals: None 
*Must be a Certified MBE through Maryland Department of Transportation (MDOT)


The bidder or offeror acknowledges the requirements of the MBE participation and the MOED Work force Development Programs and will submit their completed forms accordingly. Proposals that do not acknowledge the MBE goals for the project or the Workforce development plan will not be considered responsible.

All prime trade contractors, including certified MBE firms, when submitting bids or proposals as general or prime trade contractors, are required to achieve the set goal from certified MBE firms. Bidder shall submit with the bid the Dustin provided MBE Participation Form contained in Appendix 1 of Section 00 07 10 – MBE, Workforce Development Plan, and BCPS Background Check and Fingerprinting Process. Failure to submit these forms could result in the bid being determined as non-responsive. The apparent low bidder shall submit all other state required minority business enterprise material and supporting data to the Construction Manager upon request.                                                                                       

Bidder shall submit with the bid the Trade Contractor Qualification Form. Failure to submit this form could result in the bid being determined as non-responsive. This is required to be submitted regardless if previously submitted to Dustin through another solicitation. 

Instructions pertaining to the bid bond, performance, and materials payment bond requirements are set forth in Section 00 03 00, “Instructions to Bidders,” and compliance with same shall be the responsibility of the Contractor submitting the bid.

The conditions contained in this Notice to Contractors, by their issuance, become a part of the Contract requirements.                                                                                                             

The Owner/Construction Manager reserves the right to accept any of the bids for Alternate work submitted, and may accept Alternates in any order or combination, unless specifically provided in the Contract Documents.                                                                                       

The Owner/Construction Manager reserves the right to waive any informalities or immaterial deviations in the bids, or to reject any or all bids.
