In August 2011, the Maryland Department of Agriculture asked MSA to perform a viability study for a Maryland Horse Park based on the extensive study performed in 2006 for a specific venue.

The Maryland Horse Industry Board, a division of MDA, wanted to determine if the conclusions of this report are still applicable to the current market and economy before pursuing the project again.

This first phase of a feasibility study cost and was funded by the Maryland Horse Industry Board.

Phase II of the study, funded jointly by MHIB and Maryland Department of Business and Development (DBED), investigated how to maximize the use of the state's current equine facilities and how these facilities could attract national and international events.
