The Maryland Stadium Authority (“MSA”) is soliciting proposals from qualified Construction Management (CM) firms to provide pre-construction services related to the Fair Hill Special Event Zone Improvements Project at Fair Hill Natural Resources Management Area in Elkton, Maryland (the “Project”). The scope of the project will be primarily based on the Fair Hill International Bid Submission for USEF CCI4* Event (Attachment C) (the “Program”) which is supplemented by the Market and Economic Analysis for the Proposed New Maryland Horse Park System dated August 2015 as prepared by Crossroads Consulting Services (Crossroads) and Populous (Attachment Q). Among other things, the Program outlines the recommended improvements including replacement of the existing steeplechase turf track, installation of a new track irrigation system, grandstand renovations and event overlay infrastructure preparations. The CM will be responsible for participating in pre-construction services on the full program. The Project will be designed under a Fixed-Fee Contract and built under a Cost of Construction Plus Fixed-Fee Contract with the understanding that GMP’s will be required for each item of work / bid package as fully set forth in the RFP. Multiple items of work / bid packages are anticipated.
